The trust matters a lot. If the community doesn't think the police will solve the crime, why call?

And worse, if members of the community think they may get arrested for calling (google instance of black men being arrested for driving their own cars) why would they call? Trust matters a lot.
You and I can't relate to that of course. I would call the cops in an instant. But that's not everyone's experience. How can we change that? This is one facet to focus on. (It's not the complete solution in any way, but it's one part)
