There are stories lately about the Chicago Police lowering policing and lowering solve rates. -- (edited)

As I said, I would call. And yes I want the crime-ridden communities to call. But if you fear that you might be arrested (wrongly) and/or you think the police won't care to solve the crime (combined with your fear that someone will figure out that you called), why get involved?

Step #1 is always: clear more cases in these communities. Make the community believe in policing. That should be the priority.
