I think he's saying that it's not only those situations where people crossing legally are getting hit.

here, pedestrians have right-of-way* when crossing at crosswalks with lights, crosswalks without lights, and at any corner even if there aren't actual marked crosswalks, for example. that can vary by location.

(*there are rules for pedestrians within that, too - can't just walk into traffic or delay it on purpose, creating hazards, etc.)
