an employee whose budget I oversee "volunteered" to go "help out" in another unit that's not mine.

this "volunteering" would take place during work hours, and we would pay her for her time.

"that's not volunteering," I told her. "they need to pay you for your time there. we can't afford to pay you to do nothing."
"I'm not doing nothing. I'm volunteering."

sigh.
