There's an argument to be made that these particular advisors are better due to their incompetence. Makes things easier to challenge.

Or, "Nixon was evil but not ignorant. Dubya was ignorant but not evil. This is the sum of all fears." - giving them good advice just A) helps them work their agenda within the law, and B) alerts them to areas they might not have realized they could reach into and fuck up.
