Are you doing it for work, and inviting co-workers, or doing it for say your mother and inviting family? -- (edited)

if it's the first work should pay, if it's the second, it's trickier, but it might be expected you are if it's a 'i am hosting an event' type thing. But i assume a lot of people would pull out their wallets. You could make it clear in the invite if you don't want to though. "please join us at (name). blah blah blah. I have attached the website with the menu so you have an idea what to expect" or something.
