just double checked my dates. Their are portions of the Blue Line that opened in 1895. Other portions are much newer, including the part that makes it to O'Hare, but part of the blue lines are literally using infrastructure that is over 100 years old. No way you turn that into an express line. You need a new line (but you can't take out the blue line)
