Doctor says my daughter doesn't have ADHD. So then what is it?

Daughter, E., clearly has trouble concentrating and focusing. Not only in school, but she's been known to stop in the middle of what she's doing to stare off blankly. She's slow to get dressed, for instance, because she gets distracted and starts doing something else. She cannot prioritize her tasks. Sounds a lot like "she's just a kid" but it's not behavior exhibited by her siblings. She's apparently in the 95% percentile at school but is always slow in finishing her assignments, homework, tests, frequently the last one. She runs out of time at lunch to eat all her food.
Doctor says it's not ADHD. Maybe autism spectrum? (DAMN THOSE VACCINES!)
