There's a lot of local reasons for that. She has to outscream Antonio French (the Alderman everyone followed during Ferguson)

There are three African-American candidates for mayor and one white candidate (of the non-fringe candidates). It's likely the three African-American candidates will split their vote and the white candidate will win (again).
Of the three black candidates, French is the candidate best to capitalize on Ferguson getting all the exposure during the protests. Another (Lewis Reed) is the President of the Board of Alderman and the "insider" candidate that a lot of the old political families "owe".
That doesn't leave a lot of room for Jones as the "outsider" given French essentially has a lot of the Ferguson protest vote already locked up. She's basically fourth in a four-man race and needs to get attention how she can.
That's not to say she isn't making good points but I think it's a sign of desperation, not strength.
