Congresspeople have time and travel commitments - town halls would have to be scheduled to fit in with those commitments. A congressperson shouldn't be seen to "not be there" because they are in DC voting on legislation or doing committee work.
You also have to give them a reason to show up. They're not going to come to your event if it's just going to be an airing of grievances. They have other options - for example, organising a town hall themselves, so they have more control over the agenda, the MCing, how Q&As go, etc. (Or meeting with the editorial board of a local paper. Or visiting places where people are happy to see them) It has to be a town hall structured so there'll be a meaningful discussion.
