The best solution is to drain the water if possible. The ground is getting saturated (full of water) and has no place to go (relief or outlet).

So, if say your downspouts/roof leaders from the eavestrough are directly connected to piping that goes to a storm sewer, you may be able to run a tile drain (4" perforated plastic pipe) with a rear yard catch basin (large floor drain type thingy) from the yard and connect to the existing pipes.
If the downspouts splash on the ground you are probably out of luck.
