Budget cuts, so maintenance programs get strung out/delayed (which yes, more maintenance staff)
But F/A-18s are old now, and aircraft that have more flying hours take more work
These are aircraft they didn't think they'd need to be maintained, because the timeline was for more F-35s to be operational now
More/different missions than expected over the last couple of decades
etc
