As I understand it they cut back on the flow through the main spillway due to possible erosion, the 'emergency' spillway is actually just a low

part of the dam wall (they compared it to the the rim of an infinity pool) where the water flows over when the dam level reaches a certain point. When this happened the flow began to degrade the wall on the outside. They've decided the main spillway wasn't in such bad shape and doubled the flow to 100,000 cubic feet per second. The dam won't fail but there's a lot of water flowing down the valley.
