against virtually never happens, why is that the better solution? Second, why do you assume everyone has or should have a piece of photo ID? It clearly is not the case now. No matter how you implement the requirement, if it involves cost or time to obtain it will be problematic for some people. It's also the case that in some states where this has been implemented obtaining an ID can be very difficult due to very limited hours at government offices and distances to travel to get them. Why would you spend money to build out infrastructure to make it easier to get when you are solving for a problem that doesn't exist.
