The problem, and the major difference between the US and Canadian systems, is that it's federal elections run by the states -- (edited)

I.e. it's the unique brand of American federalism - and then it breaks down along county lines at times as well. Like, get everyone a free secure ID and require that for voting? Sure, that makes some sense - but states don't want to that and propose a federal ID and suddenly you're Hitler asking for papers please. And states have been known to close access preferentially to benefit their ruling party. I think Democrats want to fix access first then secure the polls, while Republicans ( generally) want to lock down the polls then mumblemumble look a squirrel!
