First and from experience in electoral politics, while I would say the system is mostly secure, I'm not satisfied with 98% security when it's a process where governments can rise or fall on a small number of votes.
Hell, we're coming off an election that just goes to prove how drastic a relatively small number of votes can switch things up.
It's also an all-or-nothing game, which only further incentivizes less than scrupulous behaviour. Overall, I believe strengthening the protections there is just smart business.
As far as the photo ID requirement, I would wager that a lack of photo ID creates other problems in their lives than just a nuisance come voting time. Opening a bank account, receiving a certified letter, starting a new job, any number of day to day activities are made immensely easier with having some form of secure ID. It's a worthwhile endeavor even IF voting was a non-factor.
