Just to carry over one aspect of the thread from B2, the idea isn't that people *can* live without ID in 2017. It's that ID makes their lives better.

Especially for those in poverty. Its reduction and banking access are directly correlated. Same with joblessness.
So it's not just about *can* you live without ID. It's *should* we ensure everybody has easy access to it.
