We're on the same side here and I agree with your points. They do need banks andthe right banks with the right incentives.

My main point was just that not having an ID isn't a big cause of poor people from banking. They can't use what isn't there.
I understand the myriad of reasons and issues in this area. I've read a lot about it and I don't think the only reason is a lack of brick and mortar banks but if all they see is check cashing joints that's what they'll use. We need to better educate the people about why a bank is the better option.
