In the '70s Congress decided to limit what is spent after Nixon bought a second home. The Secret Service fought it and lost.

The president can have one place away from the White House that's fully secured and paid for but the second one is limited in what the country is supposed to pay for. I posted an article about it the other day.
We shouldn't be paying to secure multiple places. I'll repost the link later. I'm on my phone and in the subway.
