You can DM (direct message) individuals who have signed up to Slack, so I would suggest creating a Slack group for the course and then you can message each user individually as necessary. There is no charge for this.

CAVEATS FOR EDUCATION: You're directing students to sign up for a service that is not school support and thus is probably outside the auspices of your school's computing use policy. If a student says they don't want to use Slack, you cannot compel them to use it.
