You're saying in your last paragraph that marriage is not as big a step as deciding to adopt, so why is it so important that parents that have decided

There are many reason that people decide not to marry. Bad experience in the past, etc. Fear of commitment may be one of them, but to ban unmarried people from adopting a children they really want just because they decided not to marry is unfair IMO.
Plus, all you're gonna get is people getting married to adopt even if they don't really want to. If that's not an attack against the institution of marriage I don't know what is!
