I think the writers are trying to make it look like some kind of cult of personality, but they're doing kind of a shitty job. I get that he only allows the completely cowed to enter his cult, but there's no way so many of them would stay that way for so long, given the insanity.
I hope that this shakes out with Rick and Michonne and Jesus and King Ezekiel in charge.
