It's going to be interesting to see what ethics issues people care about and which they don't. (Outside of a partisan basis, I mean.)

Conflict of interest is complex, and about something that might happen, but also might not. It's good risk management to avoid conflicts of interest, but most people don't care about risk management or conflicts of interest.
Similarly, putting people you know and trust into positions of responsibility is seen as pretty normal in life, so it's thought of as no big deal.
Charging the government $$$ to cover your own personal expenses, no matter how small, is something people care about a lot.
