Co-worker could quit and get 100% of the contract price. Instead, tries to throw the work to the current employer.

He will still be doing the work himself, only he will get to keep his current job. However, he presumably won't be working on other projects for the employer during those six months.
The Company is keeping roughly 85% of the value of the contract, plus the potential ongoing relationship with this client.
From his perspective, he's given the company a complete gift and they've offered to let him keep working, under (presumably) crappier working conditions out in the middle of nowhere, for only an additional 3% raise.
So I'm guessing he's wanting at least 50% of the contract value.
