They did it during the Obama administration primarily with eliminating the tax on medical devices and eliminating the "runway" payments to insurance companies that lost money. -- (edited)

They were gives in order to keep the government from shutting down by they are significantly undermining the bill now. I think they hoped they could fix it if they could win back control.
