Xavier stopped taking his meds, for a few days--I think his powers and memory were there--he was definitely not foggy.
IMO I think it was suicide (to let Clone W kill him)--And really, for Xavier, it made no difference, for him-He was going to die then, or a week or so later, on the boat--The only thing was it gave Wolverine more time with his daughter--and a CHANCE for Wolverine to have a family, even for a little while--Prof would've made that trade (his life, for theirs), healthy or no.
Xavier got to have a perfect day, and feel normal--and that was his last wish
