In business terms, I wonder if this is something he thinks we tried, it failed, declare bankruptcy and move on.

In business my sense is that Trump's strength is in branding and marketing and that in most cases that's what he would add to a project and everything else he would farm out to partners. If they failed he would use bankruptcy to protect himself and he was successful due to volume.

In his mind he lent his name to AHCA and farmed it out to Paul Ryan and Ryan failed. I don't think Trump is that upset about because there have been many failure (hence all the bankruptcies). As long as he can chalk it up to someone else it doesn't matter much to him. Of course burning bridges in politics is much worse than in business because there are a lot fewer bridges.
