When Trump business ventures have failed in the past, he can cut ties and move on to something else with someone else. Dump the losers, if you will, and move on to the next venture.
But not as President. He needs to keep working with the same Congress, on everything. If he alienates them, he can fire them and move on to something else. He needs them.
