I think it's quite possible some team would give him that much. Boston spent more for just the chance to sign Daisuke. And then more than that again for his contract.
And if Yu Darvish is ever posted (which I don't think would make him very happy), his posting fee and contract will be even higher.
I don't know if last year makes it more or less likely that Washington signs him. I think a lot of that wasn't about money.
