I feel like there's a way to solve this with multiple permanent locations that are rotated in the same way it is today.

The US could share with Canada and Mexico. Europe could come to an agreement to share and the same for each continent excluding Antarctica, of course. Australia and NZ would have to go it alone as their nearest neighbors don't really have the infrastructure to host any part of the games.
