They've boxed themselves in by pledging to be deficit neutral. If they want to "reform" the tax code (i.e. more tax breaks to the wealth and corporations) it's a lot easier to do if they have a trillion more to play with by killing Obamacare and replacing it with something not as costly, less effective (and if they can, more beneficial to the wealth and corporations).
