they took them. Although, the resistance by the other community was not shown until after Rick et al said they were taking them. Presumably there was some discussion off camera where they asked and where refused but again, TWD likes to get cute with the timeline, what they show and what they infer on occasion.
Presumably the granddaughter will end up rallying everybody in that group.
