He says that although we often point to Gingrich's congress as the point where things really got partisan in DC, it went back further than that: the rise of multinational corporations in the early 1970s was a contentious issue, and there were big bribery scandals with foreign governments (ITT and Allende), and then oil companies during the oil crisis, and then the rise of Japanese companies - bashing big business became a hot topic that put congressional members at odds with each other. He thinks that was the real starting point, and it just got elevated in the time of Gingrich and Clinton.
