I typed this out several times, deleted and finally came up with this. There's no comparison between this administration and the last.

The previous administration was too measured because there's no easy answer. There may not be a right answer. You can't arm enough Syrians in time to make a difference and you can't do anything about it with more direct actions because The US public has fatigue over these things and even if we all agreed to allow our troops to go over there and put a stop to it, we'd risk entanglement with Russia. But at least Obama tried. The GOP gloated every time one of our trained Syrians turned and did something horrible. At least Obama tried something.
Meanwhile Tillerson is saying things like, "this will be for the Syrian people to decide." If there's even a vague sympathy for Putin by the Trump administration it stands to reason that the US foreign policy is going to allow Russia more freedom in Syria (the Middle East, even?)
There's no equivalency between the two versions of the policy.
