In trying to google the actual rules to see if there is something about self reporting, I came across this article and this is apparently not new -- (edited)

for PGA as well.

What I was looking for: Is it actually a rule about self-reporting?

There are several incidences of players self-reporting violations and such actions held up as being somewhat unique to the sport of golf and holding to the spirit of golf.

Is it the retroactive aspect that is unfair / undermines the sport?

Other sports retroactively penalize participants when it is found after the event that rule(s) were violated.
