Oh, I'm not saying that the group can't vote. I'd be fine if they did. But they are actively choosing not to. It's a sign that our country is...

...Rather safe and strong that they aren't worried enough to go cast a ballot.
I have no doubt that there is a threshold where the turnout dip could start casting a pall on the overall system, but 55-65% ain't close to that line yet. Canadian turnout increases when there are hot button elections. That's a sign it's a fairly elastic number.
