I think there are a bunch of reasons. The knee jerk opportunity to make Trump look like a fool is tough to pass up.

But also, many people want a humanitarian response to Syria but that doesn't mean they want a military response.

And part of Trump's election pitch was that he was going to look after American problems first, not get involved in far off conflicts. To many of his supporters, Hillary was a warmonger while Trump was going to solve America's entanglements through a mega-deal with Russia, so this is a change in expectations.
