Hands off in my mind would be to stay out of conflicts inside countries, but still use sanctions. We should use military force when countries.. -- (edited)

...invade other countries, and sanctions/diplomacy doesn't work.
This picking and choosing which country's genocide to get involved in has made us look like we're playing favorites\looking our for our own interests rather than helping the innocents being slaughtered there.
