Whatever the law is written down is his moral imperative. He'll find interpretations within that but will follow that unfailingly. Neutral in that he doesn't care what the consequences of following the law are.

Walt kind of goes all over the place - starts lawful neutral, goes all the way down to neutral evil, then back to true neutral by the end.
