most likely, I'm surprised we haven't done more. I'd like to see a funky old ship used to make a trap, put a squad of marines on it, set up traps

like a roach trap, they crawl in, don't crawl out, the holds can be converted into jails, have it sail up and down looking like its got an engine problem, attractive cargo...
a submarine to escort them and take out the dinghies they motor out into the ocean with. a couple hundred start disappearing only to hear a year or two later they're in a prison for 10-20 years. should lessen the problem
