Airline are allowed by law to overbook as they no they will have no-shows (hotels do it too)

But airlines ideally don't want to bump anyone because it costs them so they try to predict based on past patterns what the ideal overbook amount it. Sometimes they get it wrong.

When you hear them asking for volunteers at the gate to take $300 (or likewise) and a later flight, that's because they are overbooked and want to get someone to take Voluntarily Denied Boarding (VDB). That's because VDB is cheaper for them than Involuntarily Denied Boarding (IDB) which has, IINM, set (and not cheap) payments to the IDB customer by law
