IDB amounts are higher than the cost of many tickets, but even if they are not, no you don't.

As you said, 'fine print'. This is all outlined in the Contract of Carriage (CoC) that you agree to when you buy the ticket.
Not defending the practice, and IANAL, but they seem well covered.
