I think it's a function of deciding to give starting money to a guy who is not your long term solution. Teams looking for a starting qb aren't keen

on a placeholder. At least until after the draft. Cutler doesn't project as a guy who is going to help a young QB develop. He's a square peg, though I think ultimately he will sign somewhere (unless he chooses to retire).
