United will soon publish a passenger "bill of rights" although, of course, one already exists, and the one United publishes will likely simply rehash what they're obligated to do under the law, only in softer language. It'll be the first step to eventually firing someone. Probably a CEO who was going to retire anyway and he'll get millions in his golden parachute.
