United is saying he was forcibly removed because he was belligerent, not that he was being belligerent because he was being forcibly removed.
It's just a super unfortunate situation. The customer was reacting like the airline was taking his rights away and that isn't the case.
Just the fact that he was physically on the plane doesn't change his rights.
That being said, I'm not sure how it got that far.
They told everyone they would randomly draw four passengers. Once they did, if one says 'nah, I don't want to go' it defeats that system.
The question is why they went to random drawing instead of just upping the offer. Yesterday it was mentioned that there was a cap to what they can offer. If that's true, it's a no-win scenario.
