I'd say....probably not. I like to think HOFers are in the top 10% of their counterparts.

That's 3-4 QB's at a given time...
Given his career overlap, could you make a reasonable case he's better than Peyton, Brees, Brady, Rodgers, or more successful than Big Ben?

That's pushing him closer to 20% in with guys like Russell, Matt Ryan, Carson Palmer, Eli Manning*...

That's a tougher call.
