"July 4th this year is a Tuesday, so do people get Monday and Tuesday off or just Tuesday. Is there an official guideline on how many days to give off."

Very much depends on the business. My last job we'd have been closed but had to take Monday as a personal day.

In better times we'd likely been given a paid holiday but when the economy slipped we lost that. Same with Thanksgiving Friday.
