Yeah, it really depends on how they are implemented. In Australia, for example, all red-light camera locations are published, funding goes towards

road safety initiatives only to mitigate the revenue raising incentives, there's a tolerance for timing, road safety authorities will prioritise cameras at sites where there have been more accidents, etc.

(Not saying it's perfect or that there aren't places in the US that also do this - just that the approach needs to be from a road safety perspective rather than a revenue-raising one)
