Short answer: People are cheap. -- (edited)

Where the readers are in most places, stores wont have networked switches and hubs. So it requires an infrastrature buildout and a new payment service arrangement as payments are handled different. With that, their registers need reprogramming to accept the payment.

Cons: Accepting the chip is not a Federal or State requirement. But if theres fraud, theyll be on the hook for it on liability. With no law demanding it, no hurry for small businesses who have no need to spend money when what they have works.
