just to put this into personal context. I benefited from a program I am sure was funded from something like this.

I went to special classes (shut up, groiny) for a few years in elementary school in addition to all my regular classes. They helped me immeasurably and put me on the path to being integrated into the "normal" world. I would have made it there on my own (through the determination of my mother and father) but these classes helped.
It makes me sick that programs like this would be targeted.
